“IMPROVING THE CERTIFICATION SYSTEM FOR SCIENTIFIC PERSONNEL AS A PRIORITY DIRECTION OF STATE POLICY IN THE FORMATION OF TAJIK SCIENCE”

 Under this title, a consultative seminar dedicated to the Day of the State Flag of the Republic of Tajikistan was held in the hall of the International University of Tourism and Entrepreneurship of Tajikistan at the initiative of the Higher Attestation Commission under the President of the Republic of Tajikistan.

 The seminar was attended by Dilrabo Mansuri – Deputy’s Prime Minister of the Republic of Tajikistan; Saidzoda Rahim Hamro – Minister of Education and Science of the Republic of Tajikistan; Akmalzoda Nodir Nosir – Candidate of law Sciences and Head of the Department for Combating Corruption of the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan; Anvarzoda Sunatullo – Head of the Department for Innovation Development and Support for Commercialization of Scientific and Technical Results of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan; as well as representatives of the Government, state institutions, heads of scientific organizations, rectors of higher professional education institutions and their deputies for research, scientific secretaries, chairmens and secretaries of dissertation councils, chairmens and members of expert councils of the Higher Attestation Commission, editors-in-chief of scientific journals, and representatives of the mass media.

 In addition, higher education institutions from the cities of Kulob, Khujand, and Khorugh joined the consultative seminar remotely via online platforms.

 At the outset, Davlatzoda Sayfiddin Khayriddin, Chairman of the Higher Attestation Commission under the President of the Republic of Tajikistan, Doctor of Biological Sciences, Professor, and Corresponding Member of the National Academy of Sciences of Tajikistan, congratulated the participants on the Day of the State Flag of the Republic of Tajikistan. He emphasized that “the flag, as a national and state symbol, undoubtedly serves as a legal, cultural, and political foundation of society and plays a significant role in fostering national pride and identity. The State Flag of the Republic of Tajikistan truly stands as a symbol of national sovereignty and a source of pride for every patriotic citizen of the country.”

 Subsequently, the Chairman of the Higher Attestation Commission delivered a presentation entitled “The Certification System for Scientific Personnel in the Republic of Tajikistan: Current State and Prospects”, highlighting the Commission’s activities, dissertation defenses, shortcomings in the work of dissertation councils, achievements of Tajik scholars abroad, peer-reviewed scientific journals, and other pressing issues in the scientific domain.

Mansuri Dilrabo Saydullo – Deputy’s Prime Minister of the Republic of Tajikistan, Doctor of Technical Sciences, Professor, and Corresponding Member of the National Academy of Sciences of Tajikistan, delivered a speech on the topic “The Role of Science and its Prospects in the Development of the National Economy.” She noted that “it was precisely the enlightenment-oriented policy of the Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, that led to the establishment of the Higher Attestation Commission under the President of the Republic of Tajikistan on August 12, 2014, with the aim of developing science and technology, regulating and supervising the certification system for scientific and academic personnel, ensuring high-quality scientific research, and improving the social and economic conditions of domestic scholars.”

 She further emphasized that the Higher Attestation Commission under the President of the Republic of Tajikistan, as a central state institution responsible for regulating and supervising the certification system for scientific and academic personnel, plays a crucial role in advancing science and maintaining high standards of scientific research in the country. The establishment of the Commission was described as a decisive step toward ensuring the scientific independence of the Republic of Tajikistan, enabling significant achievements in the training of scientific personnel.

 It was noted that, in light of rapid global changes and evolving societal needs, there is an increasing necessity to revise and introduce updated scientific requirements and standards into regulatory legal acts governing labor relations within the certification system for highly qualified scientific and academic personnel. The alignment of national scientific standards with international norms was underscored as being of particular importance.

 The speakers highlighted that the Higher Attestation Commission under the President of the Republic of Tajikistan has implemented a range of effective initiatives aimed at strengthening scientific foundations and training qualified scientific specialists. Currently, more than 6000 holders of academic degrees are actively engaged in various fields across the country, making a dedicated contribution to the development of science and the training of scientific personnel.

 In continuation of the seminar, Akmalzoda Nodir Nosir – Candidate of Legal Sciences and Head of the Department for Combating Corruption, delivered a presentation on “The Role of Legislation and State Programs in Implementing the Anti-Corruption Policy of the Government of the Republic of Tajikistan,” providing an analytical overview supported by visual materials.

 Additionally, Anvarzoda Sunatullo – Head of the Department for Innovation Development and Support for Commercialization of Scientific and Technical Results, addressed the audience on the topic “Ethics of Artificial Intelligence and its Role in Science.”

 During the discussion session, Saidzoda Rahim Hamro – Minister of Education and Science of the Republic of Tajikistan; Ahtamzoda Abdualim Ahtam – Rector of the Islamic Institute of Tajikistan named after Imam A‘zam Abu Hanifa Nu‘man ibn Thabit, also the representatives from Kulob State University named after A. Rudaki, the universities and institutes of Sughd region and Khorugh State University named after M. Nazarshoev joining remotely as well as, expressed their views and proposals on enhancing the development of Tajik science.

 The seminar concluded with a cultural program featuring renowned artists the “Sipar” ensemble of the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan, whose patriotic performances added a ceremonial and symbolic dimension to the event.
