On January 16, 2026, in the State Institution “Higher Attestation Commission under the President of the Republic of Tajikistan” held a departmental reading session dedicated to the explanation of the Address of the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, to the Majlisi Oli of the Republic of Tajikistan. The event was attended by the Chairman of the Commission, Davlatzoda Saifiddin Khayriddin, the Chairman of the Committee of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Social Issues, Family, and Health Protection, Javhari Mujibakhon Odil; the Deputy Chairman of the Commission, Sharifzoda M.M.; the Chief of Scientific Secretary, heads of departments and sectors, and staff members of the Institution.

The meeting was opened by the Chairman of the Higher Attestation Commission under the President of the Republic of Tajikistan, Professor Saifiddin Davlatzoda. He started his speech by the specific analytical data and arguments, explained the priority directions of the country's socio-economic development, state youth policy, the strengthening of the family institution, and the prevention of undesirable phenomena such as youth joining reactionary parties and movements, illegal religious education, and following alien cultures. He also addressed issues concerning the enhancement of national identity and self-awareness, as well as the expansion of constructive works and infrastructure improvement.

It was further emphasized that the Address, as a strategic state document, defines the main directions for the activities of state structures and society for the medium-term period.

Deputy of the Majlisi Namoyandagon, Mujibakhon Javhari, in her speech which titled “The Role of the Address of the President of the Republic of Tajikistan in the Development of Science and Education,” presented the views based on the content of the Presidential Address and a scientific-practical analysis of the sector. She emphasized that in the Address of the Leader of the Nation, the development of education and science is assessed as a key factor for the country's sustainable progress, and state policy in this direction aims to improve the quality of education, adapt it to labor market requirements, strengthen intellectual potential, and train competitive specialists.

At the same time, during the speech, issues regarding the digitalization of the education sector, the development of modern and innovative sciences, comprehensive support for teachers and researchers, strengthening the link between science and production, and the upbringing of a self-aware and patriotic generation were identified as important tasks for the new stage of the country's development.

It was noted that the effective implementation of these goals requires coordination between state structures, scientific institutions, and civil society.

It was emphasized that the Address of the Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, to the Majlisi Oli of the Republic of Tajikistan, as in previous years, was received by the people of the country with a high sense of national identity and today serves as a program of action and a guide for every patriotic citizen.

Alijon Shonazarov, Chief Specialist of the Staff and Special Works Department, continuing the meeting and delivered a report presenting the “Instruction for public relations structures and propaganda groups on the implementation of the Address of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, to the Majlisi Oli of the Republic of Tajikistan ‘On the Main Directions of Domestic and Foreign Policy of the Republic’ dated December 16, 2025.”

Fazliddin Kholmurodzoda, Secretary of the “Hikmat” primary organization of the People's Democratic Party of Tajikistan at the Higher Attestation Commission, presented a report on the work performed last year and future plans in light of the Address of the President of the Republic of Tajikistan.

Furthermore, Deputy Chairman of the Commission M. Sharifzoda, and staff members M. Karimzoda and A. Jafari expressing their opinions regarding the timely execution of the instructions and guidance contained in the Address.

In conclusion, the Chairman of the Commission, S. Davlatzoda, made specific proposals for the timely and high-quality implementation of the instructions and mandates of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, set forth in the Address, and once again emphasized the significance of the Address as an important guiding document for the further development of society, the strengthening of national statehood, and the progress of the science and education sectors.
