SCIENCE AND THE FIGHT AGAINST CORRUPTION – A SOLID FOUNDATION FOR NATIONAL DEVELOPMENT

On April 14 of this year, the Higher Attestation Commission under the President of the Republic of Tajikistan hosted departmental readings and events as part of "Science Week," dedicated to Tajik Science Day. The meeting was attended by the Chairman of the Commission, Saifiddin Davlatzoda, the Chief Inspector of the Anti-Corruption Department of the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, Faromarz Rahmonzoda, as well as department heads and staff members of the Commission.

In his opening speech, Saifiddin Davlatzoda spoke about the visionary policy of the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, regarding the development of science. He noted that science and enlightenment serve as a reliable shield in the fight against corruption. He emphasized that corruption is a serious obstacle to state development and can only be reduced by raising the level of public education, strengthening the moral values of the population, and fostering close cooperation between all institutions.

It was highlighted that within the social policy of the Government of the Republic of Tajikistan, the field of science has gained a priority status through the wise and science-oriented initiatives of the Leader of the Nation, Honorable Emomali Rahmon. Continuous attention to the development of science, elevating the status of scientists, and creating favorable research conditions provide the foundation for the country's sustainable progress. The activities of the Higher Attestation Commission are also focused on developing intellectual potential and strengthening the scientific capacity of the country.

It was noted that every year in April, "Science Week" is celebrated with great solemnity in all scientific research institutions of the republic. This important initiative promotes scientific thinking, showcases the achievements of scientists, attracts young people to research, and strengthens the link between science and industry. Organizing seminars, roundtables, and scientific readings during this week has become a beneficial tradition.

In addition to honoring science, the gathering was dedicated to discussing the second stage of the National Anti-Corruption Strategy of the Republic of Tajikistan for the period until 2030 (specifically 2026–2030). It was emphasized that combating corruption, as a key pillar of state policy and a vital factor for socio-economic development, is of particular importance. This stage aims at enhancing transparency, improving public administration, and increasing the accountability of civil servants.

Furthermore, Rahmonzoda Faromarz Nazrisho delivered a presentation detailing the priority areas of the Strategy's second stage. He mentioned that in modern conditions, the use of digital technologies, the introduction of e-services, the improvement of legislation, and the strengthening of state control are effective means of preventing corruption. Reducing the impact of human factors in decision-making processes can significantly increase transparency and justice.

During the discussions involving department heads and Commission staff, topics such as increasing legal literacy, forming an anti-corruption culture, strengthening internal controls, and expanding inter-agency cooperation were thoroughly examined. Participants also discussed the importance of engaging youth in science, training highly qualified personnel, and integrating scientific principles into public administration.

In conclusion, it was emphasized that the development of science and the fight against corruption are two interconnected factors that ensure a reliable foundation for the state's progress. The departmental readings and "Science Week" events were recognized as a vital platform for exchanging ideas and fostering constructive thinking. The effective implementation of the second stage of the Anti-Corruption Strategy is expected to significantly reduce corruption levels, strengthen public trust, and ensure the sustainable development of the Republic of Tajikistan.
